What's the difference between JPG and ICO?

JPG (also written JPEG) is the workhorse lossy format for photographs. ICO is the Windows icon format and the classic home of the site favicon.ico.

Does converting from lossy JPG to lossless ICO restore quality?

No. Once JPG has discarded detail during its lossy compression, that information can't be recovered. ICO will preserve whatever's in the JPG exactly — same quality, just larger file size. Convert this direction only when you need a lossless workflow downstream.
